Compact baseline survey findings published

Research Report

The results of the Commission for the Compact’s baseline survey are now available. This national survey was the first comprehensive assessment of the Compact at government and non-departmental public body level. The findings provide a snapshot of levels of awareness, knowledge and use of the Compact from September to December 2009 and set a series of baseline figures.

Participatory budgeting and the Compact

Research Report

The Commission for the Compact has published a report looking at how the Compact applies to participatory budgeting. The report particularly looks at whether the Compact agreement can be used as a framework to help local public bodies and voluntary sector organisations improve the way they work together during participatory budgeting projects. Entitled How the Compact applies to Participatory Budgeting: an analysis.

Commission guidance for managing budget revisions

Guidance note

The Commission for the Compact originally released guidance for local authorities in December 2009 on how to manage budgetary revisions in line with Compact commitments. The guidance is now more important than ever, and we encourage local authorities to read this guidance when considering budgetary revisions.

Richard Corden, Chief Executive at the Commission, said:

"The breadth and depth of the social and economic challenges facing local authorities as a result of the budget deficit are now clearer. In these circumstances, using the Compact is more important than ever. It provides a tool for local authorities to manage difficult decisions around spending and budget priorities where voluntary sector organisations are involved.”

The guidance highlights those Compact commitments that, when met:

  • Help local authorities to meet these social and economic challenges
  • Allow them to make robust decisions that minimise the long term impact on service users
  • Help them to identify new ways of working and to maintain positive partnership working with voluntary sector organisations.
